I can not find "Consent Screen" on Google develpoers console

I would like to use google drive then i followed this menual

Configuring Google Drive API access in UpdraftPlus

But i can not find “consent screen” under APIs menu

I think consent screen diappeared

Anyway i try to skip consent screen then try to setup API access credentials (OAuth)

but it can not setting without consent screen

Alert : To create an OAuth client ID, you need to set a product name in the consent screen.

How do i find consent screen

please help me
