Not sure what happened but no matter where I click on the admin panel or even when I try to go to the url I keep getting php file download popups?

Can you please send us a copy of the migration log? I will ask one of our developers to investigate on the issue you are having.
You can find this log in the ‘wp-content/updraft’ directory of your new site location.
Copy the contents into an online tool (such as https://pastebin.com/ ) and post the link on your reply.Best Wishes,
