Do you have mod_secuirty enabled, if so UpdraftPlus be triggering the Remote File Access Attempt rule.
You will either need to disable the rule or disable mod_security but your hosts would be the best people to talk to about this.

we self host, and we do not have that module enabled

There is something blocking the connection, do you have any firewalls or other security modules blocking the connection?
Please also try deactivating your other plugins whilst connecting to see if this helps.
