Update plugin option missing when plugin not activated

Hi, in my team we forcible keep UpDraft deactivated on our local machines.

Whilst most plugins have the option to update the plugin to the latest version, Updraft insists that the plugin be activated in order to offer the user to update the plugin.

Please change this behaviour to the default allowing anyone with admin permissions to be able Updraft irrespective of whether or not the plugin is activated or not.
