[Implemented] Auto-Renewal instead of Dashboard nag

Hello,

I’m splitting a secondary request of this related one;

Email renewal notice a week before Admin notification reminder

I had the same issue of my client flagging the notice which didn’t have good optics.

I would love an auto-renewal function with licenses to avoid this situation completely.
