Plugin Install failed on new installation

New install failed with error:
Could not copy file. updraftplus/vendor/rackspace/php-opencloud/lib/OpenCloud/Identity/Constants/User.php

This is a new dev server no other plugins installed.
Verified correct file permissions

Hi,

Can you please try to upload the plugin files via FTP/SFTP instead?

To do this:
Unzip the UpdraftPlus ZIP on your local machine, using a zip utility such as 7-zip.
Access your WordPress installation via FTP or your host’s filemanager.
Navigate to wp-content/plugins. Upload the UpdraftPlus folder here.
Go to the Plugins page on your WordPress dashboard. You should see UpdraftPlus in the list of plugins.
